It is the opinion of this Investigating Committee that Doranwil's excesses were neither malicious nor intentional, that he merely overstepped his abilities and erred. However, in the interest of the magical community, we must recommend that the ban on magically altering living things must be maintained. Although we cannot rule out the possibility that livestock or crops might be dramatically improved by modern magical technologies, the danger to our reputation, in light of this and other cases is too great. We further recommend that all products of such experimentation be destroyed upon discovery.
